Waterwise enews – December 2009
Welcome from Nicci Russell, Policy Director at Waterwise
Hi, I'm Nicci and I'm the Policy Director here at Waterwise, which means I lead our discussions and work on the policy and regulatory framework for water. 2009 has been a fantastic year for Waterwise, with some huge opportunities for advancing water efficiency. This doesn’t just include within the existing regulatory framework – for example through PR09, which has seen a significant increase in the water efficiency activity funded, and which Regina Finn has thanked us for our contribution to, through our Evidence Base for Large-scale Water Efficiency in Homes. Nor does it just include discussions on the future framework surrounding the water sector – for example through the Cave Review on Competition and Innovation in Water Markets, the Walker Review on Charging for Household Water and Sewerage Services, Defra’s 130 litres per capita consumption target, the Floods and Water Management Bill, Water Resource Management Plans, water efficiency targets, the Scottish price determination, and the new duty on Scottish Water for water efficiency. It also includes identifying and building on the opportunities across the economy, not least in the context of climate change, and the unique role water efficiency can play in its contribution to both mitigation and adaptation – for example, through plans to retrofit every home for energy efficiency, existing incentives for energy efficiency, the low carbon economy and green jobs, and social housing policies such as Decent Homes. Waterwise has been hugely involved in all of these, and our contribution has been recognised. At an event for water companies which Waterwise held in the House of Commons recently, the Water Minister, Huw Irranca-Davies, was extremely complimentary about Waterwise’s work and contribution to the policy and regulatory agenda, as well as to driving behaviour change. And the Scottish Climate Change Minister, Stewart Stevenson, has agreed to speak at the next Saving Water in Scotland Network Roundtable in January – a Network which we set up and now co-convene with Waterwatch Scotland. Last but not least, we have been discussing our manifesto for water efficiency with all the political parties in view of the UK general election which we know will happen in the next 6 months.
